I use a bit of grass because its not as coarse as hay. Very stabby and pointy bits could hurt a hamsters pouch if they decide to pouch it. Timothy hay is supposed to be a good one if i remember right.

So i wanted to get back to your thread as a fellow eastern european i can relate to the struggle. For cages i have discovered that you can diy some by going to furniture places. Using cheap materials as PAL, HDF and PLEXI can get you a pretty and cheap cage. Here is a bit of story how i did mine:
DIY Upgrade from Alaska

I know 50 euros sounds a lot but i think it might be cheaper outside of EU (i remember before we joined the EU everything was cheap) and features such a wheels raised the cost of my DIY cage.

As for bedding if you combine unscented toilet paper tissue with hay you might have something nice.

Also you can put at the bottom of the cage for odor and pee absortion some pellets (but only at the bottom of the cage)
