Minimum size cage different contries
Here in norway we do have to hamster clubs if I can call it that. The first one do have a minimum of 60 cm when it comes to cage for dwarfs and 80 cm for syrians. The other club have minimum 80 cm for dwarfs and syrians.
Some do follow the german stile, and they do have minimum 120 if I remember correct.
What is the minimum in UK?

There isn't a legal minimum in the Uk! The RSPCA used to have a recommended minimum of 70 x 40 for a dwarf and 75 x 45 or 80 x 50 for a Syrian. But they stopped recommending and just said "as big as possible" which is a bit vague. It is generally considered by just about everyone that the minimum size suitable for a Syrian is 80 x 50 or at least 75 by 45. For dwarf hamsters there are varying views. The 70 x 40 is a good guideline but many people go much larger and some people go a bit smaller depending on the hamster.
In Germany I believe the welfare minimum is 100cm by 50cm (or it used to be) and the recommended size is 1 metre square.
