One thing I have done before is use a large labyrinth house on legs at one end, instead of a shelf - it basically doubles up as a shelf as it's tall enough if on the legs - and also makes a great house. With hemp mat on that in case it's fallen on. Then you only need a shelf at the other end, a smaller shelf between them and the space for the wheel.

As an example I did something like this in Moo's cage which is 50cm tall - so you'd have another four inches of height. You can see the shelf on the left, the large labyrinth house on the right (it could be a bit higher but I made the legs shorter for this cage) - the wheel at the back next to the left shelf. You would then need another shelf along the back next to the wheel - so there are no gaps - running along the back of the cage.

The labyrinth house is a good option but not cheap. And Rodipet sell the legs to fit on it as well. I sit the back of the house on the rim of the cage base and have two legs at the front and two at the side (so they are all flat on the base and avoid the curve of the base).

I got the shelf on the left from ranchhouse cages on ebay. They don't have as many listed, or the larger ones on there at the moment, but if you message them they will make one the size you want wth the fittings to screw to the bars. I think mine was 25 cm by the depth of the cage (about 48cm).
