Some of it depends on the size of your cage and depth of bedding, but if your hamster uses a toilet and you empty that regularly I would only change the substrate when you actually think it needs it, and just spot clean as and when necessary. With a 100cm cage and 5 inches of substrate, I go 2 to 3 months without changing the substrate. Just clean the toilet area/empty the potty regularly. And it's fine. I do the odd bit of spot cleaning in between, but if the cage is dry, hamsters are quite clean little things, apart from the pee area.
When I do a substrate change I keep back about a third of clean substrate even then and spread it on top of the new/mix it in a bit so it still smells familiar - they accept a clean much better then - less stressful. That top layer then gradually gets spot cleaned away.
