Hi there! Yes, it's very important to disinfect all plastic/washable toys, bowls, hideouts etc thoroughly before giving them to a new hamster. I'd suggest it's best not to give wooden toys, hideouts, wheels etc or chew toys made from flax, cardboard or wood to another hamster, because it's pretty impossible to clean them sufficiently.
Cleaning and disinfecting between hamsters is really important, not only because of the obvious reason, transfer of infections, but also because hamsters can become very stressed if another hamster's scent is on items in their cage. Hamsters, especially Syrians, tend to mark all their "property" with the scent glands on their sides. Hamsters are prone to stress, and it can end up having serious and life-threatening consequences.
