Default Kaytee Clean and Cozy expansion?

I thought the 85l bag of Kaytee Clean and Cozy expanded from 85l but it appears it expands to 85l. However, after some reading of reviews on Amazon, some people say it's awful at expanding. Is this correct? How well is Kaytee Clean and Cozy at expanding?

I didn't find that it expanded a great deal but I didn't think it was much worse than any other paper based substrate for expansion.

Thanks for the reply but I'm just wondering does this mean I should buy bedding in terms of the litres before expansion?

I always buy substrate based on how much it looks like in the bag amd not how much it expands to
