Yes that cage will be too small, I generally use cages around 80x50cm -100x50cm for my dwarf hams.

Are the sizes in inches or centimetres as this can make a huge difference to what size the cage actually is.
In terms of what is deemed as too small, it will depend on your hamster's personality. A lazier and more laid back hamster may find a larger cage to be too much effort and a livelier one may find a smaller one to be too restrictive so it's difficult to say with any certainty.
Many organisations have recommended minimum cage sizes that you may see quoted in various locations on the internet but this forum does not have a minimum cage size. Certain countries may have their own welfare rules which state a minimum size but the UK does not have one at present.
