I had these same concerns myself recently but was reassured that they are safe. Majority of the hardwood dowels I saw where either made from either birch or beech. I did ask on here whether they were both these woods were safe and was reassured that both were fine to use. Although I also found some fluted dowels made from pine too (softwood) - which I only found from searching for pine dowels - so these are another option to.
