If it was maybe 6 inches or larger in diameter and less than an inch long perhaps,but to not be modular it would have to be a direct attachment(therefore,not using tubes).

If I'm getting a dwarf hammie how large (for the diameter) would the PVC need to be? It's been a long time since I've owned a hamster...
Would this work?

It isn't about minimum sizes of pipe for a hamster to fit through,but instead what would make it a direct attachment.If we're going off minimum sizes for a hamster to fit through alone,then a 3 inch pipe would be big enough for most hamsters(even Syrians,potentially),but again that doesn't mean it would still count as true floor space.
You could potentially use a smaller bin between the two that is flat instead of pipes and cut the sides from that,after propping it up somehow.This could be made in a way where you'd get actual floor space added,rather than just a modular addition.

I'm alright with just a modular addition. The two hamster cages combined would produce around 680 sq. inches.

You'd have one 340 square inch cage with a 340 square inch modular addition,not a 680 square inch cage.Because of it being a modular addition it cannot be considered in the actual floor space of the single cage,which needs to be kept in mind.
Do keep in mind that modular cages and modular additions are not hamster-appropriate,and because of the nature of pipes and how terrible the ventilation is it can cause serious health problems.Pipes,even just one or two,can be terrible for breathing if nested in and then urinated in as well.Even large pipes can be filled and urinated in,and no matter how large the pipe is it will still have inappropriate ventilation

Because of the tapering nature of the boxes, I can't use the zip-tie method (the boxes wouldn't touch.)

Don't feel bad,these things get extremely confusing sometimes
Do the boxes have any portion which isn't tapered that you could easily have a hamster accessing?In that case,the previously mentioned extra box in between that is flat could work.This doesn't have to be anything too big,it just needs to be large enough for the hamster in question to fit through to get complete access between sides while keeping the bins completely connected due to the tapered sides.
If there is not a place you could easily attach an extra box in between,you could potentially cut the sides completely off.This would not be ideal though and you'd need to figure out some sort of protective material for use underneath the bins,perhaps linoleum,in case of urine dripping out of the bins.That method would be much more difficult though
I can't think of any other methods,so if neither would be an option then you might be better off looking into a storebought cage between 80 cm x 50 cm and 100 cm x 50 cm,or another DIY within that size range.Of course,that size range is more suited to Russians,but Chinese and robos could potentially be happy in something a little smaller(between 60 cm x 30 cm and 70 cm x 40 cm).

BTW what should I do if there are any open leftover openings when cutting an opening for the smaller storage bin?
