Question Is it possible for a hamster spout to be too low?

So last night I spent forever trying to construct a bottle holder for cookies detolf, and I finally settled with a toilet paper tube, however, it looks very low - a lot lower than the bottle I used in his old cage. Never the less, he seems to have no problems drinking out of it - I'd just like some opinions please

Have you got a picture? I think sometimes they can be too low as the hamster may not be able to get to it properly and may hurt themselves trying to do so.

I don't have a Deltof, but I do have both a bin cage and wired cage in use, for Aurora bin I took a metal chew proof bottle holder and we rest her bottle in there, with the metal bent like a hook, makes the height adjustable, another way to put a bottle in is you can use velcro, heavy duty velcro affix the sticky side to the bin, and another to the side of the bottle,
We have found two bottles that are particularly convenient when using this method, glass bottles that have a flat spot on the back, or the Kaytee flat-bac bottles.
Something else you can do, there are bottle holders available online that have built in dens.

Or if you want to stick with the diy method, you can take a paper towel tube and cut it to the desired height, and poke a hole for the spout. Note: the higher the bottle, and taller the holder, the more unsteady this method can be unless stabilized. One way I've found that works, cut slots in the bottom and put something heavy in the bottom that isn't harmful if chewed I to, like a block of wood. My dad had the brilliant idea of cutting a cube in half, and hollowing out a space to snugly fit a heavy ball bearing in, fitting the other half back on and putting glue on the inside of the seam so the hamster would be safe from chewing into it. Fit that into the bottom of the tube, and fold the seams over so they interlock. By the time she'd start chewing on the tube I'd know about it, my hamster are supervised 24/7 so it was relatively safe!

If he's drinking fine without having to get into an awkward position to do it then it's probably ok, the bottle definitely can be too low though & can make drinking difficult or uncomfortable for them.
You can use velcro to stick water bottles to the side of a tank, get bottles with suction pads or buy water bottle holders, there are quite a few workable options if you're worried.

the spout is around 1.5 inches from the floor

1.5" from the floor sounds too low to me, I can't see a ham drinking comfortably with it that low.

Quite a stable option is to use a 500ml plastic drinks bottle - like coke or water type. Cut the top pouring part off and fill the base with a few inches of sand or pebbles then cut a holes for the spout at the height you want. Fill bottle and insert inside with the spout through the hole and this should work well. We also use heavy duty self adhesive velcro from amazon or similar sometimes.
