I just had another look at your picture - it could be an idea to move the cardboard box on top of his house and free up a bit more floor area as well. The black shelf could be moved up higher so you can have the deeper substrate and still have space under the shelf.
I'm not sure how he gets up to the house roof or the black shelf either from the photo but I reckon the left hand hanging ladder could work really well if you attach it to the left side of the cage, so it goes across the shelf and down onto the floor - as a kind of ladder up to the shelf. A bendy bridge over the house door would give access on to the house roof.
When I got Charlie's first cage I got the access all wrong lol. I found he was climbing bars to get to his shelf and realised the way up was a bit blocked.
A few little adjustments might make him feel a bit happier in there and then the bar chewing could stop - see if it helps. But they definitely can get stressed if there isn't much substrate in.

He can get up to his house roof as it has slope like things on each side this is his house Great Deals on Cabins for Small Pets at Zooplus: Thordis Cabin for Guinea Pigs he can also get to the black shelve thats connected to it just cannot see it in the pic i will try and get another one from the top view i also have a tube in their that you can extend and bend was thinking of hanging that from the top i will deffo put more substrate in

I thought you probably had something that couldn't be seen lol! The house looks nice. You could maybe put a bendy stick bridge over the door if you have one - I had a guinea pig house once and the doorways are really big - it helps keep it dark inside - although he may just stuff the doorway up with substrate to block it off, but they do seem to like a bit of a tunnel entrance to the house.
The main thing with hanging toys and tubes is to try and put them so they make a kind of "route" from one place to another as then they are more likely to use them And also to make sure they can't fall down lol.

A Sputnik may be nice. The white hide on the shelf may need removing as a Syrian will likely have trouble fitting through the holes.
I was going to suggest a flexi tube, but you already have one. A seesaw (not the tunnel one). A Whimsee or antos chew. Hides and things to climb on are liked by most hamsters. A deep digging area with sand or substrate could be nice. Bendy bridges can be useful as ladders, fences and steps to a platform.

Hope he settles down in the next week or so A load more substrate should distract him and make him happy. And something to chew - maybe some toilet rolls to chew up or a hamster chew stick.

the white hide i have made the holes bigger so he can fit through and where can i get a whimsee or antos chew from

Pet shops sell whimzees and antos. They are dog chews but hamsters like them too.

well hes not been bar biting now for 2 days so hoping hes stopped also would it be ok to upgrade hes cage from a alaska to a barney as i dont think there is enough floor space

it's good he has stopped bar chewing. You can upgrade to a Barney cage. Your hamster may be stressed by the change though. I think he would settle after awhile though.
It will help him settle easier if the substrate, nest and hoards are moved into the new cage. Arrange the cage so it is the same or nearly the same as the old cage.
You could let him explore the new cage for a little while a few times before moving him in permanently.
Go with how he reacts to the new cage.
