That looks great! I'd recommend watching both of the hamsters (if you do get another one) and look for signs of aggression. This can be a sign that the cage is too small. Also, make sure that they get plenty of time outside the cage (never together). Good luck!

Only thing you'll need to do is place a piece of wood, sheet metal, or if you don't mind redoing it a piece of Cardboard over that wire ledge on the upper house as the mesh can cause major problems for a Syrian.

Yes. And make sure that the hamsters cannot squeeze or chew through. Maybe plywood with that water proof coating? What do you think, Nancy?

I have all the mesh she walks on covered, but I'll cover it for the other hamster. Luna rarely goes on the second level, but I've never seen her go up to the very top mesh part. I've even put treats up there to see if she does while I'm away and they sat there for a week before I had to take them out myself. Do you think sheet metal would be best for creating the tray since it's bendable? Or would gluing wood together and then using plastikote on it work just as well?

The shelf may be to high for her to easily climb up to so a ramp using a bendi bridge will encourage the upper house hamster to use that shelf. Sheet metal would be the better for not getting chewed on or up but be very through with any exposed edges to be sure they can't cut and hurt the hamster while they are climbing about the shelf. If you can find sheet metal to snugly fit the floor that would be a good thing to assure no escaping to the lower level house, or accessing the upper house by the lower house Hamster by chewing too.

The bendi bridge is a really good idea, thank you. And I'll definitely make sure there's no way they'll get hurt on it
