Update:
I couldn’t find evening primrose oil in the end but i did get flax seeds and added those to his diet.
After watching the pair for a while i decided to split them up as bandit (the ill one) did seem to be the underdog and I thought stress may be the cause.
I sent the photo of his skin to a vet and they said it looked like a parasitic infection and recommended ivermectin, I’m unsure as his brother seems fine so I’m monitoring the situation for now. After a few days apart Bandit seems happier and his skin is looking a lot less irritated so fingers crossed it may clear up on it’s own.

I hope things will be better for Bandit now & he will heal up soon.
I think you're right to be cautious about the parasite diagnosis as there's no way to be sure without doing a skin scrape so better to see how he goes for a while.
