Default Overweight Russian Dwarf

My Russian Dwarf hamster, Jeff, I am pretty sure is overweight. He is about 5 months old and has become significantly larger than his brother.

He enjoys running on his wheel but lollops and is much slower than his brother. He feels like he has rolls of fat on his sides, though I can feel his spine. He looks otherwise bright and healthy.

Weight wise, he has increased from 71g on the first of July to 84 today.

I have restricted snacks - I can see that he probably had too many sunflower seeds whilst taming and he only has a teaspoon of seed mix a day (hybrid hamster food from Rodipet).

He is not a chewing fan, so does have hard dog biscuits in his cage but would eat one of these a fortnight at most.

Please give me advice as what to do!
