Just a pile of it in the cage would be fine.
As Mango and Mimi says, could you just use a large plastic storage bin? For now it could be ok just as the bin with no lid on for ventilation, if it's high enough he can't escape. Then when you have chance you could make another storage bin into a bin cage.

I have another question. My hamsters seems to move around in his sleep a lot. I see him get up and move to a new place and lie back down to sleep. I don't think he's awake when he's doing this but I'm not sure. Is there any reason why he's doing this? Or is he just kinda sleep walking
