Millet sprays shouldn't encourage weight gain & they are quite a good form of enrichment as long as they don't have too many or too often.
If he has sunflower seeds & or mealworms in his mix you can take a few out for hand feeding so he still gets "treats"!
Some hamsters are a bit lazy, if he isn't that fussed with the wheel try to encourage other forms of activity rather than cutting back on food.
Things like scatter feeding or hiding food in a toilet roll treat toy can help, using a bowl does tend to encourage laziness.
Find different places to hide food in the cage so he has to forage & try to give him as much out of cage time as he's comfortable with & maybe hide some of those special bits out of his food for him to hunt for in a playpen or whatever you use for out of cage time.
Which wheel do you have? Sometimes a change of wheel can help.

Oh ok, I'll put that back in as we used to have that hung from the roof of the cage which he liked eating and playing with.
He has an upright wheel it's the medium silent spinner from Pets at Home, which moves just as smoothly as when we got it the last time we cleaned it (a week ago). Would you suggest a move to a larger wheel or a large flying saucer perhaps?
In regards to encouraging foraging, should I just scatter over the surface of the substrate? Or ruffle it up a little bit so it's just below the surface?
We've done toilet roll parcels in the past occasionally, we'll see if making them a more frequent occurrence makes a difference.

And the medium wheel is about 18cm across in diameter.

That wheel should be fine really as long as it's big enough for him, it should be but hams do differ with what they can run comfortably in, some do seem to prefer an enclosed wheel so you could perhaps try something like the Trixie wheel (from Zooplus) if you want to experiment a bit.
If you scatter food on the surface it usually works down into the substrate fairly quickly anyway once they start to dig around so you don't really need to do much else.
Hope he enjoys it & gets a little more exercise!
