He could be having eating difficulties. Have you seen his teeth recently? The bottom ones can get overgrown, or they can get toothache. Obviously don't stress him out trying to see them clearly, but if you can see him yawn it would help

Our hamster lost weight and seemed to be just hoarding and not eating - I tried supplementing him for a bit and he put his weight back on then he had a vet visit and his bottom teeth clipped. If they can't eat they basically starve.

You could try putting some baby food out in a little dish (just a teaspoon) and giving extras - have a look at this thread - I just listed all the extras I gave our hammy recently. It might not have anything to do with the skin/spots but at least if he's enjoying his food and able to eat that would be something.

I forgot to add, that once opened the baby food needs refrigerating and using within 24 hours. So I used to open it in the evening and give the first day's amount, put it in the fridge and then use it the following evening (ie 24 hours later) then bin it. Although some people freeze the baby food in ice cube trays and get one out each day. The pots I had were very small so I didn't bother.

Wow this thread really got off topic lol. I really appreciate all of everyone's help. And I checked his teeth and they are SUPER short one is almost to a numb which would explain his lack of eating because they are way shorter than they should be.. Right?? I'm going to try the baby food anyway. Almost everything in his cage is made out of chewable material so I'm not worried about them becoming too big, I'm going to try the baby food to hopefully he gains weight and his teeth get a break. Last night I have him some carrot which is one of his favorite veggies and he hardly touched it.

Good that his teeth are short? Do they look like one might have broken at all? Or both? I would definitely add some high calorie things as well. Baby food has nice healthy things in but not much in the way of calories. Pumpkin seeds and Pecan nuts are two of the highest calorie things. You can also soak Science Selective biscuits to soften them - they have everything in that's needed nutrient wise.
