What to do?

Well because of my sleep schedule I am awake all night. I know hamsters are nocturnal but she will not come out at night at all. Even if I turn all the lights off and only have tv on she will not come out. Should I be worried? Or will she get used to it and come out more. I fear she's not getting the activity she needs.

Honestly I don't know. She is my very first hamster and I'm trying my hardest to make her happy. I bought her from petco about 2 months ago

Is she tame yet?If not,I would recommend trying to let her get used to you and your voice and tame her.Some hamsters are crepuscular though,meaning they're awake at dawn and dusk,so if you aren't awake at that time she might not actually be that active when you're watching her.Honestly as long as you have at least a 450 square inch cage(current US minimum,UK minimum is around 620 square inches)and proper bedding and enough stimulation you shouldn't be too worried.As long as she is active and not lethargic she should be fine.

She's in a 40 gallon breeding fish tank. I can't really tell when they are fully tamed. She eats out of my hand. When I take her out of cage she always wants to hide in one of my shirts or blankets. She doesn't bite anymore.

40 gallon breeders are actually a really nice size,and just slightly above the UK minimum at least in square inches!I would say she seems mostly tame,but not quite fully tame to the point of being entirely confident with interacting.

Maybe she just needs to gain more confidence.Otherwise,I'm not too sure,but maybe someone else can give an extra opinion.

For how long should I take her out of her cage everyday?

I don't think there is a set amount of time to take a hamster out of their cage. Some hamsters enjoy more out of cage time than others. They also vary what they like to do when out of their cage. Cuddles, exploring in a ball, playpen time, free range in a safe area/hall/room.

Try to find out how much time your hamster enjoys being out of the cage. You do need to put them back in the cage every so often to use the toilet, eat and drink.
