First off hi!
I was just wondering if it would be okay to wash my hamsters belly since he sleeps in a tube hes peed in it and continued to carry on sleeping in the same spot before i realised he was sleeping in pee, so hes kind of smelly at the moment, I left him alone for a few days to see if he would clean himself up but hes still really smelly, and i'm unsure if washing his belly myself is a good idea, since i doubt hes bothered either way.

Never wash your hamster!
The best thing would be to remove the tubes if possible, sleeping & peeing in tubes is a health hazard really & best avoided.
They need a good size house to sleep in with lots of shredded toilet tissue to make a nest.
You can usually litter train most hams by getting a shallow container of some sort filling it with chinchilla sand (not dust) adding some wet substrate on top & putting it in the place where they pee, obviously you can't put it in a tube but if you place it close to where they sleep or pee it usually works.
You could also try giving a dish of the same sand for your ham to dig & roll in as that helps to keep them clean.
