It looks like maybe the scent glands..hard to tell with the picture.
Apologies if im wrong.
If scent glands are crusty then its a sign there is something wrong.
Have you been to a vet before? Just you saying its always kinda been there.
Is he changed his behaviour, as in not wanting held or aggressive? Maybe even hunched over or not really moving as much as usual?
Also is it only the crust or is there bleeding, discharge. Anything like that?

I am no qualified so sorry again if im wrong, just trying to list a possibility.

He is not acting weird. But he always had crust down there. But it has expanded. It is matting his fur with yellow crust. I don't want to take him to the vet unless necessary. His is another pic, not the best though. No bleeding and nothing out of the ordinary besides a lot more yellow crust and some matted fur.

It's his scent gland but it does look to be infected. I think you need to see a vet and have this treated as he may need antibiotics. In the meantime it needs wiped frequently with a saline solution ( A teaspoon of salt in a pint of boiled and cooled water.) Use a cotton ball and clean then dab dry with a tissue.
His nails need clipped too to stop him making it worse scratching.

Completely agree with Soufflé!
It needs care asap, it isn't normal. I'm not too sure how dangerous this could actually be as like I said I'm not qualified but I'd get him to vet as soon as you can hunny!
In the meantime like soufflé said, wash it with saline until you hear what the vet has to say!
Hope he gets well soon

He definitely needs a course of antibiotics to clear it up. A vet appointment is needed.
