Wow, yes, kudos to you for helping those poor animals during that hard time..! I always wonder what happens to the animals during such disasters.
Also, great idea, though I'm not sure about the towel, I might come back to a fluffy pulled apart towel nest!
Maybe if I don't fully freeze the bottle and just chill it to almost freezing?

It might be safer to freeze a bottle & keep it close to the cage where he can't actually get to it but it should still cool the air & give him a cool spot if it's just close by.
