It’s quite a big change so it will take him a little while to adjust but its best if he doesnt have the penthouse as the airflow isnt great and could cause respiratory issues. I’d remove the penghouse completely bc he could be stressed about seeing its there still but not having a way to get to it.
Chains can be dangerous and catch on their feet and teeth, especially when chewed. Its best to replace the chains with sisal really.
Most of my hamsters have wooden houses which sit on the base so the roof is level with the substrate and can be used as a platform for heavier toys and hides. My other hams gave partially submerged bendy bridges which act as doorways to their underground nests. The medium bendy bridges are what I use for Syrians

I agree with what alpacassei said and would also remove the penthouse, tubes and chains.
What does your hamster like to do? Does he burrow or does he like to be above ground?
Mine likes to sit above ground so has degu shelves, a suspended tunnel and bridge for climbing and sitting in that are safe for him because he can't get himself caught in any loops or chains. Rat sputniks are popular.
Trouble is that some hamster items available aren't safe for them. I have ordered stuff on Amazon before then had a good think about it and cancelled my orders.
