The eyes look OK there. It must have been a reflection. It could be very young and just opened the eyes. They are squinty for bit after they open them though sometimes the eyes are shut when they are poorly. If you think it is unwell then a vet check is needed. How large is the little one?
I think he is okay, when I first got him he looked kind of sickly and dirty. But I have 2 cats, one of which was adamant about hunting it. I honestly thought it was a mouse when she was, but once I saw it had no tail, I immediately began trying to capture it to make sure.

After a few hours in his little bin we set up for him, he had cleaned himself and was a lot more active in moving around and friendly. Right now he is very adamant about keeping his little nest in check and packing it together.

Id say hes about an inch and a half long?

I'm not in the USA so hopefully someone else can advise on costs. Try and get some hamster food for the little one so he gets proper nutrition. Too much lettuce can give them the runs. You could probably do something that will serve him well enough for not too much if you made a bin cage (it needs to be secure if you have cats) and got a wheel / substrate / food and you can make some toys from cardboard boxes and tubes. That is a very small size. If he has just opened the eyes he is only about 14-18 days and should still be with the mother till 4 weeks.
