The pom poms definitely aren't safe,and the basket likely contains wire so it wouldn't be safe Even if it didn't have wire it still could be treated with things that are unsafe to hamsters,so it definitely isn't worth the risk.

Are you asking about the basket? It may or may not be safe depending upon whether it's been treated or has had chemicals added to it. What is it made of? If you can tell us this, we can help you know for sure

I would say not. Maybe for out of cage time (the basket) where you can keep an eye on her if she tries to chew it but not the pompon ball things. Although again, if it's to play in out of cage, it might be ok if you supervise, but she probably will try to chew them and then you'd have to remove her. Cardboard is always a good option for play time and toys and safely chewed Cardboard boxes and tubes etc.
