With hamsters that are diggers and chewers, I like to bury all kinds of things in deep substrate to keep them occupied, too. I've noticed the biggest changes in behavior depending on how the cage is set up (not the size of it). I'm happy to suggest examples of what I use.

I have noticed that hamsters try to escape or are unsettled for a variety of reasons, and a common one is that they are unsatisfied with the menu! I have had many hamsters calm down after giving them a few new food items, especially fresh greens.

Otherwise, if I see a hamster trying to escape, I take them out to play. If it's a hamster that doesn't like to be handled much, a playpen of some sort can be set up fairly easily.
