Soy paint,Elmer's glue,and plain popsicle sticks!This is a good place to start I'd recommend not working with cardboard if you get frustrated easily,as it does collapse quickly when drying which can be annoying.You can also get some balsa wood,bass wood,or untreated pine and make toys and hideouts that way,and then paint them with either soy paint or hamster safe natural dyes!

Cardboard tubes can be easy to work with by the way,but flat pieces of cardboard are not easy to work with.They're very light and flimsy as mentioned,but the tubes themselves if on a flat surface gluing flat to each other are fairly simple to use and work with!

Don't forget that you can reuse toy parts to make a completely different and new toy!Things like old toy parts or seemingly boring new toys can be great for this,and it generally isn't too expensive to do.
