The decoupage looks great! Maybe it was a manufacturing defect in your wheel or something to do with part plastikote and part not as you say. I have to say, if Charlie pee'd in his wheel I'd definitely want a plastic one lol! He never has done, just poops in it and if I don't wash it out the poop gets trodden in urgh! Mind you he hates it being cleaned and won't use it for days afterwards - I have to put treats in it (as suggested by someone on here) to get him to use it again.

Looking at that link Cypher it makes me think I must have painted the back of mine afterall, that one came apart from the back, the back of mine completely held, it all came away from the front which is why I only glued the paper on to the front part, to help hold the joining seam together there. I know the front definitely had 3 coats of plastikote, but it was the spray version and not the paint version, I assume the spay is much thinner than the paint on stuff so maybe that's been the problem?

Anyway I have painted all the seams again today, (with the paint stuff not the spray lol) and I'm pleased to say the remaining bubbles in the wood have also now all completely gone, apart from my pink paper stuck on it you would never know it had been ruined

Serendipity I'm hoping that now the wheel smells of paint and not pee Hazel won't use it as a loo anymore
I'm pretty sure it's just a youngster thing anyway, she is far too busy playing and enjoying herself to have to stop and walk to her litter tray she's happy to leave her nest and use her potty she just can't stop playing to use it

Anyway from now on if it does need cleaning again I will go back to using my unscented baby wipes

All the wheels, internal and external, were made of solid plastic. Easy to wash. Have never seen any of my boys pee in a wheel... or found dried up spot.

Maybe mine will fall apart on the next wash lol! I don't completely immerse it and leave it in the water, just scrub it under the tap. Maybe I've just been lucky.
