Congratulations on your new hammie and welcome Stanley.
He'll come out when he's ready. Give him time to adjust to his new home, let him settle in for a good few days and just talk to him, let him hear your voice and get use to it.
Give him fresh food and water.
Don't try taming or holding him just yet. This is all new to him, so take things slowly.
Don't be nervous around him, as they'll sense it.
You're going to do fine.

He seems to be alright, he actually came to the front of the cage when I sat in front of!
And he took a pea from me, he didn't mind, very strange!
I'm not sure if he's found his food or water though because they're on a different level.
I picked him up in a little cup and showed him his food and water but he stiffed and then jumped down? Will he be alright?

Hams are usually pretty quick to find the food & water when they need it, as long as you're sure he can get to the other level easily I wouldn't worry.
He sounds quite confident already which is great!

I'm pretty certain he can get up, it's only a bendy bridge.
But yeah he does seem okay, he was very nervous at first but next thing I knew he was climbing all over the bars lol

Hamsters have a good sense of smell, believe me he'll find it when he explores.
All hammies are nervous when they're in new surroundings.
You could put a few bits of his food on the bridge to lure him to climb the bridge.
Him climbing all over the bars is the start of his exploring and him leaving his scent all over his home.

I moved it downstairs because I was worried but now I'm thinking I should have left it :/
I was thinking of moving it back up when I clean his cage for the first time once he's settled, or once I've seen him confidently use all his platforms

Don't go cleaning his cage, leave it as long as you can.
Spot check his loo corner every couple of days. If he keeps his loo to one bit of the cage, then you could wait for a few weeks before you clean and to reassure him, clean around him and ensure you keep back some old wood shavings and bedding to mix in with the fresh, this is so he can smell his own smell.
I clean my cages in sections, I don't do it all in one go and mine are much happier now!

Oh no, I know, I didn't mean I was going to clean it right away I mean in like a months time or so

At a young age it isn't always so apparent, so I generally scruff the wee ones briefly to see clearly while at the pet shop....and if they behave give them a tummy kiss
