Bin cages are certainly good! Make sure you buy one which is nice and big and tall so you can put quite some woodshavings in and she can dig a bit .
There are a lot of threads about bin cages, make sure you take a look at them so they can set an example for you.

The plastic will be fine as it is not toxic to humans either

She is a beautiful hamster, and I think it's great you are planning to give her a better home that she will be able to live in happily and healthily. If you have a look in the housing section there are some great pictures of peoples cages to take inspiration from.

I look forward to seeing pictures of her in her lovely new home

My two dwarf roborovskislive in a zoozone, you can't see them in the pic as their nest is underneath. I'm actually in the middle of planning a bit of a new layout with some new things, but they seem very happy with how it is

And good on you! If you have any more doubts don't hesitate to ask.
We would love to see some more of this little girl, and the living conditions that she will be in the future!

It's someone coming to learn. If you don't understand that then you probably shouldn't be on this forum

This is an adorable hamster...and a bin cage would be good and cheap to make. Perhaps you could make your own toys as well?

I'm sure she would. Decorating can be done very cheaply as hamster usually are happy with little things. Save on egg boxes and such which she can hide and seek in, used up toilet rolls to gather instand tunnels and little cardboard boxes from food and such which you can make hiding places with, its all good!
