Rosemary is safe. I'm guessing you're seeing rosemary extract as a preservative or something similar, which is fine - much better than the low quality biscuits using BHA/BHT/ethoxyquin which are all harmful.
However, it also depends on the other biscuit ingredients(which can then go even deeper to sourcing, quality control, etc).
I personally wasn't able to recommend Buddy Biscuits until more recently, but that would be one good idea. They don't have added sugar, not even molasses, and have a pretty short ingredient list along with a very cute shape as a bonus. Just be careful not to get the ones with bacon when using them for hamsters and don't share the ones with wheat with dogs as dogs should not have wheat!
For shrimp, you can give that daily as a protein boost. You can rotate that with other proteins though. I would stick to Pure Bites freeze dried shrimp, but you can also try other proteins from Pure Bites. I probably wouldn't feed their liver options too frequently though for nutritional reasons.
