Just looked them up. It says they contain ground orange. Tricky. I wouldn't give them personally. They might be ok if there's not a lot of orange in them and it's not actual wet fruit - but I wouldn't want to risk it upsetting them so might be better to find some different treats. Pumpkin seeds are very popular with hamsters!

I don't think it's that they can't eat citrus as in its dangerous or toxic, just that it's a very strong flavour and can be overwhelming. A lot of hams do fine with kiwi fruit for example.
I wouldn't personally feed fresh citrus but I wouldn't panic about ground up orange in a cookie which I'm assuming is also baked? I dunno, if you're feeling weird about it don't bother. There's probably a bunch of stuff in your fridge she'll enjoy just as much.

Re: i guess it didn't send but help!
It isn't so much a matter of citrus being toxic as a lot of people claim, which is quite misleading actually and causes a lot more fear and panic than necessary(a potential irritant at certain levels yes, but not inherently toxic at reasonable levels such as citric acid as a preservative for example)! That being said, as mentioned there are plenty options just looking at a nice variety of fresh foods like whole fruits and veg which can be extremely cheap even when buying organic varieties depending on where you look for these things.
Another good thing about feeding whole fruits and veg instead is that you would introduce wonderful natural vitamins and minerals into the diet, which is good for any species no matter how small they are! I especially recommend broccoli for the incredible nutrition it offers, but have a good look at safe fruit and veg and figure out whichever varieties work best for you and experiment to find what your particular hamster enjoys most.
Edit: Forgot to mention that citric acid occurs in quite a few non-citrus foods naturally including corn which is well known to be perfectly fine for hamsters.
