AS others had said, probably burguess is the best mix you can get for your little one.

With a good mix (as burguess) they only need their ration of fresh vegs to have a complete diet.

I wouldn't be worried if she doesn't chew the wood. Most hams don't, however the dog chews are good to help them trim their teeth. If you can't get them right now,you can continue doing the pb trick and then stick to the dogs chews (I think they'll be healthier)

Overall I don't think that you were feeding her anything that was absolutely wrong, I think that the problem were the quantities. I give mine a whole walnut a month, if she's not fat maybe you could give it to her twice a month or maybe weekly, but no daily, and the same for the other things. Carrots are sweet (not so good for russians), and cabbage produces gases, so maybe you could use another vegs to combine with them.

I would go with Whimzees for now(sometimes you'll get a good deal for the first few purchased at Petsupermarket for example,or Petsmart sometimes has smaller packages at better prices than buying individually for now until you can make a good sized Chewy order to make it worth it by getting free shipping).Eventually you can get some good quality dog biscuits,but it is very important to have something you don't need to encourage chewing on to keep teeth trimmed(preventing serious health problems,as you likely already know).

You can't really go wrong with Burgess The pieces are just right for tiny mouths which ends up leaving far less waste than with something like Harry/Hazel Hamster(the only other diabetes friendly food available in the US,but the pieces are often far too large for dwarf hamsters).

Toilet paper and the cardboard tubes are definitely popular with hamsters,just make sure the holes aren't too small for her to fit through with full pouches(probably around 2-2.5 inches,since Syrians would need 3 inches,which normally could be squeezed through but not with full pouches however slits can be made).It's definitely worth less than a dollar for four toys and 4 good sized rolls of toilet paper(cheap toilet paper at Walmart,provides the best nesting material).

not sure if you'd happen to know, but, by chance, would rabbits like the Whimzees too?

I'm almost certain they'd be able to have them and would probably enjoy them,but I definitely wouldn't feed them to rabbits more than a few times a month(alfalfa isn't healthy for adult rabbits).There are certain things rabbits shouldn't have(seeds,grains,nuts,fruit in regular amounts,any animal product including dairy,etc)which are often in dog treats,but in terms of ingredients I would see no harm in giving a Whimzee to a rabbit as a rare treat.

I was just looking for something to help manage her teeth as well, she doesn't like the wooden chews much either.

I use the Syrian hamster Burgess stuff and it is really good-better than most commercial hamster feed mixes. I mix Burgess stuff with other things though. I mix it with extra mealworms and sunflower seeds as well as some dried veg and dried banana and pumpkin seeds, to name a bit. Tbh though, I have a big mixture of stuff. I have cats so can mix in a couple of cat biscuits and stuff. My hamster loves dried chicken and prawns ( and fresh but dried is easier to store). It has lower sugar levels and less additives, this means it's also fine to give them treats and stuff. My hamster doesn't chew much but whimzees work a treat, Humphrey LOVES the little crocodiles. As for everyday veg, a little bit of cucumber should be fine as it's high in water but not particularly sugary. Honey and peanut butter should be kept to a minimum. Cabbage is not a good thing for them to have every day. I only give Humphrey a little piece of walnut every so often because it's has a high fat and oil content, and he's a Syrian hammy!

The Syrian Burgess is honestly not that good Again,the ingredients must be safe for hamsters for cat and dog products to be fine,and unfortunately most UK dog and cat products are unsafe(digest,biproducts,unspecified preservatives,etc).

Applaws wet cat food can sometimes be safe for hamsters though,but it's a wonderful cat food too(available in the US and the UK,but not available everywhere in the US unfortunately).Freeze dried chicken sold for cats or dogs is great too,for any carnivore or omnivore(cats being obligate carnivores,dogs being largely carnivorous with anywhere from 70-90% of their diet needing to be animal based,hamsters being omnivores).

It's definitely easier to find Syrian-safe rather than diabetes friendly natural products in the UK though(Lily's Kitchen for example has at least one biscuit that is Syrian-friendly,not sure about any sort of dog boutiques in the UK or brands which just aren't available in chain stores).Luckily we have a massive amount of such glorious things in the US,otherwise I'd be tempted to move!

Russian hybrid is the simplest name to use!
We generally assume that if someone hasn't said anything about buying a pure bred Russian from a breeder.
