Thats what I'm thinking. Dusty and Bump have a different body shape to Timmy and Scruff (one of the many reasons we think P@H had the supplier mix the girls from at least two litters), but neither Dusty nor Bump is unhealthy or fat.
They're just differently shaped. If anything its Timmy and Scruff who concern me, their body shape is so thin I'd be worried they weren't eating enough if they hadn't always been that way and I didn't routinely see them wandering about the cage with food (Scruff even loves to pouch the stuff and empty it into a wheel before running so theres no way on earth she doesn't get enough lol)

Fat, yes can be bad, but there is a difference between chubby and fat.

I give my 2 dwarves a teaspoon of mullet every day as part of their food, they seem to enjoy it and it has many nutrients!
