Default exterior paint?

Hi all! Hopefully a quick question. I'm converting an old armoire into a hamster hutch. I have a plan for the inside using melanine and plexiglass, but I wanted to ask what the best paint and primer would be for the exterior of the hutch (which he wouldn't have any access to for chewing) I know it needs to be non-VOX and we have to be very careful because of off-gassing fumes. Plastikote is not an option here as it's $32 per 2 oz jar which is obnoxious.
Anyone have any recommendations?
