Then I wouldn't make a platform at all.If you can find a reptile half log that is not from China at a pet store,that would be very good for a hiding place and wouldn't carry the risk like Elmer's glue,Chinese popsicle sticks,and toxin carrying plywood would.If you can find the Mac's half logs in a reptile section of a pet store,those are really good and when I last checked they're not from China(they also have some grape vine if you can find that too!).
It ultimately comes down to keeping your hamster safe,and in this case it's a safety risk to use such materials.

Happy Birthday - I hope you had a wonderful day!
I never used birch plywood myself but have seen it used and recommended on German Hamster forums and rodipet too also use birch plywood to make their hamster products. I personally would recommend removing the shelf if your hamster starts chewing on it just to be on the safe side.

True plywood is always an unnecessary risk,for reasons that have been mentioned previously.Even if it weren't chewed it could still release toxins into the air,making it unsafe regardless.This is not something to play around with on the basis of some version(likely not even true plywood,but if it is it still may not truly be 100 percent safe)being used.The risk will always be there,and therefore cannot be avoided other than simply not using the materials(removing if chewed isn't enough of a precaution).
It is important to keep in mind that things may be unsafe and seemingly not cause a reaction.Something can be unsafe and yet not instantly kill(sometimes may not even kill at all in every single case)but that doesn't indicate that it's any safer.
