I would avoid them unless you know what was used to colour them. They may well be safe but as plain ones are available too they are probably the better choice.

Yes, Jenga blocks are great. Be careful to use non toxic glue. If your parents would be willing to go on eBay for you, I got a massive box of tongue depressors (like wider lolly sticks) for a couple of quid.

I once made a platform with ladder using the colored ones, from my experience, it doesn't seem harmful to my hams, none of my hams chew it but if they actually did, it didn't give any harm to my hams, but who knows? I do think it's better to observe first.
