No they are surprisingly strong at pushing things out of the way
. The only safety issue with digging and burrowing is if you have any heavy items sat on the substrate - eg a heavy ceramic sand bath or a big heavy wood house - because if they burrow under these they can subside and could trap them etc. Heavy items are better on a shelf or platform - or you can sit them directly on the base of the cage and pile the substrate round the outside (so they’re kind of ground level entrance or subterranean). With a large heavy wood house you could stick legs on it. German hamster owners put everything on legs!
