I have used a long bendy bridge from Trixie (it has hooks to attach it to cage bars. My Russian dwarf uses that now instead of jumping of the shelf.

Using two ramps helped. One each end of the shelf.

If you can somehow use tubes instead of ladders or stairs he may be more inclined to use them rather than climbing the bars and jumping, I have tubes in all of my cages and all of my hammies would rather use those than climb to the next level!

Hi everyone, thank you all for replying!
since I've lowered his shelf I've not seen him climb the bars again, so thats a win! but every single day since I've took his tube out ,he gets up during the day and digs his whole cage up, so much so it needs fixed every night so he can use his wheel etc. I think he's still looking for his tube, not giving in, he's not getting another plastic one. so trying to think of an alternative, would a wooden tube be safe enough to give him? I know for a fact he'd sleep in it, if ventilation is the only issue couldn't I just modify it?

I wouldn't give him back a tube at all, no tube is really going to be a healthy place to sleep & possibly store food.
It's still not long since you removed it so it may take a while yet for him to adjust, you could just pile up the substrate where the tube was & maybe put one of the large wide bendy bridges over the top so he can burrow down there if he wants to.
