Default Very forward behavior?

My little Russian hybrid gets really pent up and excited if i talk to her or come over to her cage?

this will include very fast pacing, climbing on her bars to the door, going up and down her ladder or randomly chewing a bar and then going back to climbing everything.

When i'm on my bed observing her or she hasn't noticed i'm watching her although she's active (moving from one cage into the other looking for food i've scattered or little toys or trying to move bedding that isn't there (I'm going to put a fine mesh around her bars soon so i can add more bedding) or running on her wheel

but she never runs about pacing about or looking like she's just had a can on coca cola?

She's currently on pets at home muesli and i'm not going to change her diet until she has finished this bag as i still have a lot planned for her cage(s) and i don't want to stress her out too much. (i also can't find it's sugar content anywhere not i'm not sure if that's it?)

she has a lot of sunflower seeds.

She sounds very keen to interact with you, some do very quickly learn to enjoy being with their owners, having out of cage time & treats of course!
Don't go overboard with the sunflower seeds though, try to give a variety of things as treats not too much of any one thing, pumpkin, hemp & flax seeds are good as treats too although all of these along with sunflower seeds are high in fat so should be given in moderation.
I wouldn't wait to change her diet to a better mix, what are you thinking of changing too? It needs to be done gradually anyway so don't wait until you've finished the current bag, mix a little of the new with the old slowly increasing the amount of the new over a week or so, how long to take depends on how different the mixes are, a better diet will actually help her to deal with the potential stress of any changes rather than stressing her more.
You won't find the sugar content on hamster food mixes, I'm not sure I've ever seen it mostly they just give protein, fat, fibre & vitamins.

The behaviour your describing sounds similar to my Campbell, Nugget. When myself or my wife are in the room un-noticed (even if we have the TV on in the room but we remain quiet or still/out of sight) by her she'll happily potter about foraging for scattered food, digging and running on her wheel etc.
However, when she hears our voices or sees someone moving about in the room she'll come to the front of the cage and either sit on her hind legs or paw at the glass. Then once we get a bit closer and over her cage she'll start running about trying to get close to us or climbing on top of her bridges, logs and rocks and stretching up to us.
So it just sounds like you have a friendly hamster that seems to like play time and treats as Cypher said.

I need to start socialising with her a bit more i think?
I dont take her out at all as I've only had her for two weeks and I'm only judt letting her take treats off the palm of my hand.

When she was at the pet sore before i adopted her she was so mellow and calm and didn't look bothered about anything at all.

So its just a bit of a shock for her to slowly be getting more active and excitable.

This weekend I'm going to buy her a few more toys to see if it calms her a little bit xD

If you've had her for two weeks it's plenty soon enough to be taking her out, it certainly sounds like she'd like to socialise more! I wouldn't wait, I usually start interacting with mine within a day or two just going at each individual hams pace but if she's ready which she certainly seems to be give it a go, you can always begin with short sessions & see how she gets on.
If you don't have one I would buy or make a playpen, it's the best & safest way to interact with them & you can put toys in there for her to explore too.
