This is Cloud being dominant & Snowball showing submissive behaviour, it could quickly escalate into fighting & even if it doesn't Snowball may be getting stressed already, personally I would suggest separating them now before it has a chance to get any worse, if you really want to try & persevere with them living together keep a very close eye on them for any signs of fighting or that Snowball is getting very stressed, not getting enough food etc.
Have a cage ready now even if you don't separate immediately.

I'd just separate right away,it's much better to be safe and separate them now than keep them together any longer than absolutely necessary! It could easily lead to serious injuries if not death, and it ultimately just provides more stress which is only going to be detrimental to the overall health. The longer you wait the higher the risk, and even if you keep a close eye on them you simply can't do that every possible moment and accidents can happen in mere seconds

A travel cage won't be suitable for any length of time but if it looks as though they may begin fighting soon then it would be better than leaving them together but only for a very short time, you will need another proper cage.
It's unfortunate that pet shops don't tell people that there is always a risk of pairs falling out & needing to be prepared but this is often the case.

My cage is 100cm by 50cm if I put a piece of Perspex in the middle so it's then 2x 50cm by50cm cages would that be ok?

Also they seem fine sleeping together

and although I've seen Cloud casing Snowball I've never seen any aggression

I'm just a bit confused, thanks for all the help

A lack of obvious aggression isn't an indicator of complete safety!I would just play it safe and keep one hamster in the travel cage until a more suitable cage can be set up.50 cm x 50 cm is pretty small too,and it wouldn't be a suitable permanent solution.

It's not that unusual for them to still sleep together even after there's been some fighting, I guess once the dominance issue has been settled then they settle back down to some extent but it often doesn't last & can change quickly, my biggest concern at this stage would be that Snowball is going to be stressed, possibly fail to thrive & may remain a timid unhappy ham.
You could try dividing the cage, it would be a bit small for both of them so not ideal but could be better than keeping them together, it might be better to use wood or something as a divider so they can't see each other though.
If you have the space maybe think about making a bin cage for one of them.
