When does she bite?
If she bites while in the cage try getting her to climb into something like a cup or tube that you can safely transport her in & try interacting in a playpen or other safe area where she may be less likely to bite.
Sometimes it just takes time for them to get used to hands & stop biting so be patient, try not to react when she bites, just gently move your hand away & take a short break before continuing what you were doing.
If she is territorial & bites in the cage try not putting your hands in the cage when she's awake while you work on taming & getting her more hand friendly!

How long have you had her? Willow (one of my dwarf hamsters) went through a stage of nipping.

Your hamster may stop nipping with handling practice.

When does she bite? Is it when you pick her up or try to hand her a piece of food, or when you hold her or pet her? (that was a lot of 'or' haha)

Also what type of dwarf is she? Robo or Russian?

Have you started taming Celica yet? There are lots ways to tame her that would calm her down and stop her from being frightened or biting.

I'v tried but Its hard to do when she tries constantly. Giving her treats goes no where cuz she just pouches it and runs back into her burrow.

If she's taking treats from you that's a good start! The way I've always tamed my hamsters starts with that - then I lay my hand in the cage with a treat on top. I find that hamsters are much, much more likely to bite you if your fingers smell of food or treats, so make sure you're washing your hands in between handling food. Once she realised that your fingers and neither food nor a threat, the biting will stop.

Patience is key with taming. It will take time for you two to bond, and that can be frustrating but definitely worth it.
