Layers don't count as floor space. I know it's confusing but that's the rule of thumb.
You could add a lot more toys, cardboard boxes like tissue boxes, tea bag boxes, toilet roll holders, eatable bridges or bendy bridges, hideaways, things like that and definitely an upright wheel. I dislike those saucers because they cause the hamster to run at an odd angle.
The tube is ok, as long as it's wide enough so she won't get stuck and if she starts peeing or sleeping in it, you'll have to remove it and come up with something else.
My Syrian does this when she wants out of her cage, she used to do it constantly in her playpen before I started letting her free roam. I don't think it's bad behaviour at all, I think it's frustration more than anything. Try providing lots of chew toys, scatter feed, much more hiding places, like has been mentioned, if this doesn't solve it, you may have to upgrade her to a larger floor space enclosure as she could be feeling a bit closed in. Some hams are ok with the minimum floor space, others need MUCH more room.
