Chewing plastic and getting out is extremely unlikely,as long as you only mesh the tops of each bin.

Try adjusting the cage layout and toys/chews first and see if that makes a difference. If you think your hamster would be happier in a bigger cage. Look at the zoo plus website. They have larger cages for sale at good prices..
his wheel is big enough and i think he could also grow to it. i don't notice much when he's on it because now it's been oiled its basically silent. he does like to climb up and sit on it though.

for now i'm giving him new things to keep him occupied. anything i put on his top ledge just gets pushed off

If I move a bar chewer into a different cage, I go for a glass tank as I've had hamsters chew plastic cages

yeah a glass tank would probably be ideal. i don't really have the money for a tank and my mum threw the one we had away. there also isn't a massive amount of space although there is definitely a place he COULD go if absolutely necessary.

he's doing a lot better with the chewing and he's had some fruit-shaped calcium stones ordered for wearing down his teeth.

overall i think he loses interest pretty quickly, so the other things i've put in there with him get chewed a little and then left.
