The scared one could also be making sure the other hamster isn't around and may come out more once he realises he has a cage to himself.

They don't have good eyesight so seeing through the plastic shouldn't be a problem. It was more if the wire mesh was next to each other then they would smell and see each other. Which could cause the shy one to hide.

That's a good point. You could try moving the confident one's bin to another room and leaving the shy one where it is.
