The scared one could also be making sure the other hamster isn't around and may come out more once he realises he has a cage to himself.

their cages are next to each other should I love one or is that just more stress???
it's really hard to know what to do for the best.

They don't have good eyesight so seeing through the plastic shouldn't be a problem. It was more if the wire mesh was next to each other then they would smell and see each other. Which could cause the shy one to hide.

That's a good point. You could try moving the confident one's bin to another room and leaving the shy one where it is.

the confident one is currently digging tunnels - when would be best to move him? Whilst he's awake or asleep?
