Default Taming a Russian White

I'm trying to tame my hamster and I tried putting scented tissues but he nibbled and tore it into pieces. Is it normal? Or he doesn't like my scent at all?
Also, I found out that he likes to pee on the wheel and I have to clean the wheel every day. I have a litter box for him just beside the wheel but he never uses it. I tried potty training him by rubbing his urine from the wheel with old beddings, placed it into the litter box but he still pees onto the wheel! Is there any other ways that I can do to keep him from peeing onto it?

It is normal for them to rip the tissue. That is them making it in to a nest so they will be getting your scent in the nest which is good.
The peeing in the wheel is also very normal. In our experience the more you clean it the more they do it. Horrible as it sounds I would just leave it and only clean it at clean out times. Once it is nice and scented to their liking they will pee elsewhere!. Wipe with a tissue if you like but don't wash it will you! They can get so busy wheeling that they just forget to get off and have a nice pee shower!
Keep giving the porry and put chinchilla SAND in it like Charlie chinchilla as they often like to pee in that after a bath in it.
Everything sounds typical for a dwarfy so try and not stress about it
