Im wanting to waterproof various wooden items , whats the safest product to use?

I use cuprinol garden shades.

If you're in the UK you can use Plastikote water based enamel, that's what most people use, it's quick to dry & odourless, I haven't used the Cuprinol garden shades for hamster stuff only for outdoor use & although safe to use I did find it had a strong odour that took a day or two to wear off so you would need to air out any items for hams for a while before use.

does it matter if Plastikote is gloss or matte

I think gloss or matte refers to colour only (shiny or not) but as long as it says it's safe for use on children's toys and complies with EN71, it's good to use for hamster items.

The plastikote must be the water based one not the other one, it will say water based on the pot, I don't think any of those are gloss although there are various colours & I haven't used them all so not sure.
