Is there any hamster safe paint I can buy at wall-mart.

There won't be anything available at Walmart.You'd have to order a true milk paint or soy paint online for paint,and for a seal you can find natural DIY recipes with a quick Google(just be sure the ingredients are hamster safe of course).Not every paint is safe for hamsters,and even "non-toxic" products can still be harmful to hamsters :(

You could also do a berry based DIY dye and then use a natural DIY wood seal as mentioned above,which would make it entirely DIY so the ingredients could probably be purchased in store making it a lot easier!

I believe using a pot and water you can at least use a variety of fruit for dyes.You could also invest into a cheap food processor if you really wanted,but that's definitely not necessary.

Soy paint generally is considered safe,however an even better choice if you want to have the option of knowing every single ingredient in the paint you use the link below is an excellent choice(does contain clay but as of late it's seeming more like that's only an issue in litter form or as a powder and not when mixed into foods,paints,etc of high quality) :)
