This is Twinkles cage, it is really big, to give you an idea on the size there is a guinea pig cage underneath it.

Heh its a hams castle lol! the cage looks as though it was meant to be a bird cage originally :) It looks nice and big with nice safe platforms too :)
Would this cage be suitable for dwarf hamsters?

I don't think so Emms, the levels are very high and they don't overlap enough. A crazy fast dwarf hammy would be likely to fall off one of the platforms and hurt itself.
Whats the best type of cage for a dwarf hamster?

Bin cages are great, aquariums, or plastic tube cages that are designed for dwarf hamsters. :)

I would say a large tub or plastic duna/gabber cage is best. Dont go for rotastac or too many tubes as they can get territorial over the separate sections and it is very hard to tame a small speedy hamster from this type of cage. Go for a large open space with lots of toys within it.
