Possibly but not necessarily. It also depends on how the cage is set up and how she was treated by her previous owners.
If a cage is bare and there's nowhere to hide or has only a thin layer of substrate so the hamster can't burrow then the hamster will feel exposed and get nervous because they are prey animals.

Once she's moved into her new cage with plenty of substrate and all the things a hamster needs to feel secure and comfortable then she'll start to relax and get more confident but it takes time.

I have currently a hamster like that, he's been here a week and i can already see him starting to feel a little more secure but i have a feeling that he's going to take a couple of months or more to feel comfortable with his surroundings and human friends.
