Any aquarium sealant would have to be fully cured outside before being used - you don't want those fumes to be inside the house for the sake of anyone involved as silicon while still curing does produce some fairly toxic fumes!

That being said, once fully cured silicon sealant if 100% silicon with no additives is extremely safe and doesn't have any fumes. Sometimes you'll even find similar products in hardware stores but it has to be 100% silicon with no mold inhibiting additives and such which would make it unsafe for any pet including hamsters. Again, these all have to be fully cured outside before use - at the bare minimum 24 hours but in some cases it can take 2 or 3 days.
